Biography

I am a professor in the Department of Political Science, where I hold the Chair of Excellence in International Studies in the Faculty of Arts and Sciences. My research focuses on international organizations, global governance, multilateral diplomacy, and global history. Broadly speaking, I seek to better understand the past, present, and future of the modern project of “governing the world” from the perspective of its shifting power relations.

I am currently working on two book projects: 

  • the evolution of the global linguistic landscape from the 19th to the 21st century through the institutionalization of the international system;

  • the evolution and precariousness of work organization in global governance, particularly at the UN.

My most recent book, Global Policymaking: The Patchwork of Global Governance (Cambridge University Press, 2023) analyzes the making of global policies based on the underlying divisions in values and practices. The book provides a comprehensive theoretical and methodological framework and applies it to the study of three global policies drawn from recent United Nations activities. My other books include:

Before joining Université de Montréal in 2025, I was James McGill Professor in the Department of Political Science at McGill for seventeen years, where I also directed the Centre for International Peace and Security Studies for nine years. I am a Humboldt Foundation Fellow, a member of the College of the Royal Society of Canada, and the recipient of various international and national awards, such as the Hedley Bull Prize (ECPR) and the Prize in International Relations (CPSA).
