Conférence «Évaluation de la relation entre le recours à la force et les perceptions locales de la "légitimité opérationnelle" dans les opérations de maintien de la paix des Nations Unies», par Chlöe Shahinian (McGill)

The 2015 report of the United Nations (UN) High-Level Independent Panel on Peace Operations highlights challenges in achieving UN Peace operation (PO) operational goals in contexts which are marked by heightened violence and the absences of viable peace processes. Implementing POs in these contexts, referred to as “conflict management” by the UN, raises questions about the role of the use of force in UN POs. The role of the use of force in POs also relates to scholarship pertaining to legitimacy in peacekeeping, a field which questions the ways in which the local legitimacy of UN POs might be undermined in the regions in which they operate. The goal of this research project is to question how the use of force within the scope of UN POs weakens the locally perceived legitimacy of those operations. The research question will be answered through a qualitative methodology deploying case studies of UN POs, with a specific focus on those cases which fall within the realm of conflict management, given that these cases are characterized by comparatively more violent settings than other POs. Understanding the relationship between the use of force in POs and legitimacy will play an essential role in the structuring of POs themselves, especially in conflicts characterized by heightened violence. Furthermore, the salience of this project is bolstered by the very fact that the UN itself expects to be implicated in more POs which might be characterized as situations of conflict management in the future.
